The Asylum Granting Commission to the Vice President of the Republic of Bulgaria, the State Agency for Refugees with the Council of Ministers and the Bulgarian Council on Refugees and Migrants are organizing a conference on Cooperation between the Government Institutions, Local Authorities and NGOs for Integration of Refugees in Bulgaria.

The conference is organized under the auspices of H.E.Ms. Margarita Popova, Vice President of the Republic of Bulgaria on the occasion of 20 June - World Refugee Day.

The conference is held under the Advocacy for Integration of Refugees in Bulgaria Project, funded by the United Nations High Commissioner for Refugees.

The aim of the conference is, based on the national strategic documents, legislation and practice, to discuss the measures, activities and partnerships to improve the quality and effectiveness of the integration of refugees in Bulgaria.

Invitations will be extended to representatives of the relevant government institutions, international organizations, local authorities, NGOs and refugee organizations involved with refugee integration in Bulgaria.

27 April 2016

The Bulgarian Council on Refugees and Migrants, in cooperation with the Ministry of Education and Science, are organizing a seminar on "Access to Education of Persons, Seeking or Granted International Protection to the State and Municipal Schools in Bulgaria" on 27 April 2016 at Hilton Hotel, Sofia.

The meeting is held under a project, funded by UNHCR.

The participants will have the opportunity to discuss the regulations regarding the access to education of children, seeking or granted international protection, to make proposals for changing the existing legislation with a view for better integration, as well as to share good practice.

Invitations for participation have been extended to representatives of UNHCR, the Ministry of Education and Science, the Regional Education Inspectorate-Sofia city, and principals of state and municipal schools in Sofia and the country.

6-7 APRIL 2016

The Chairperson of the Bulgarian Council on refugees and migrants Kina Sabeva, PhD will participate in the second meeting of the European Migration Forum.

The European Migration Forum ľ the civil society dialogue platform on migration, asylum and migrant integration ľ will meet for the second time on 6 and 7 April 2016 at the EESC's headquarters.

Following on from the subject discussed at the first meeting (the management of mixed flows of migrants across the Mediterranean), the Forum will now focus on the long-term approach to migration and integration.

The event will have an interactive character, with participatory workshops, discussion islands and other opportunities to contribute actively.

The participants include NGOs, practitioners from local and regional authorities, representatives of the Member States and members of the EESC Permanent Group on Immigration and Integration.

The Bulgarian Council on Refugees and Migrants (BCRM) is holding its general annual meeting on 21 March 2016.

The Agenda includes a narrative report on the activities of the BCRM in 2015, financial report covering the same period and adoption of the Work plan for 2016.

10 March 2016

The Bulgarian Council on Refugees and Migrants, the Asylum Granting Commission to the Vice President of the Republic of Bulgaria and the State Agency for Child Protection are organizing an expert meeting on "Guardianship for Unaccompanied Children Seeking or Granted International Protection in the Republic of Bulgaria" on March 10, 2016 at the Administration of the Presidency, Hall 342, 9.15 - 13.45 h. The meeting is held under a project, funded by UNHCR.

The aim of the expert meeting is to discuss the legal framework and practice with regard to appointing guardianship for unaccompanied children, seeking or granted international protection, as well as to seek opportunities for cooperation and partnership between the stakeholders involved.

Invitations for participation shall be extended to experts from UNHCR, UNICEF, the State Agency for Child Protection, the Ministry of Labour and Social Policy, the Agency for Social Assistance, the Border Police and Migration Directorates of the Ministry of Interior, the National Association of Municipalities in Bulgaria, the municipalities of Svilengrad, Harmanli, Nova Zagora, as well as from NGOs and refugee organisations.

4 February 2016

On February 4, 2016 the Bulgarian Council on Refugees and Migrants (BCRM) and the UNHCR Representation in Bulgaria signed an agreement for implementation of the "Advocacy for Integration of Refugees in Bulgaria" Project.

The BCRM undertakes to promote the integration of beneficiaries of international protection (BIPs) in Bulgaria in order to realize the potential of their integration. This aim will be achieved through: advocacy to address identified gaps, addressing both relevant Bulgarian institutions and other stakeholders, and lobbying for amendments of the relevant national legislation and implementation of the existing provisions.

The project aims at contributing to addressing the three main issues in 2016:

  • The establishment of an integration system;
  • Improvement of the integration conditions: the access to housing, health care, education, and family reunification of BIPs; and
  • The social protection and integration of unaccompanied and separated children (UAMCs).

6 November 2015

The State Agency for Refugees with the Council of Ministers, the UNHCR Representation in Bulgaria and the Bulgarian Council on Refugees and Migrants organized an Advocacy round table on Reception, Adaptation and Integration of Refugees Reallocated to Bulgaria, which was held on 6 November 2015, 09.15-13.30h at Hilton Hotel, Sofia.

The Advocacy Round table put on the agenda the pressing need to outline the responsibilities and the role of the state institutions, the local authorities and the NGOs in the process of reception, adaptation and integration of reallocated refugees.

Invitations for participation were extended to representatives of the National Council on Migration and Integration, the Ministry of Interior, Ministry of Labour and Social Policy, the Ministry of Health, the Ministry of Education and Science, the Agency for Social Assistance, the Employment Agency, the National Association of Municipalities in Bulgaria, Sofia Municipality, the Bulgarian Red Cross, Caritas, the Council of Refugee Women in Bulgaria, and other stakeholders to support the reception, adaptation and integration of refugees reallocated to Bulgaria.

The State Agency for Refugees with the Council of Ministers, the UNHCR Representation in Bulgaria and the Bulgarian Council on Refugees and Migrants are organizing a Round Table on ┼xpanding the Opportunities for Access to Employment of Beneficiaries of International Protection in Bulgaria, which will be held on 19 October 2015, 13.30-17.00h at Hilton Hotel, Sofia.

The aim is to provide an opportunity to discuss all aspects of the access to the labour market, to bring out the challenges, and to outline the existing and planned activities for expanding the opportunities for access to employment of beneficiaries of international protection in Bulgaria.

Invitations for participation shall be extended to representatives of the Ministry of Labour and Social Policy, the Employment Agency, the Confederation of Independent Trade Unions in Bulgaria, the Confederation of Labour Podkrepa, the Bulgarian Red Cross, Caritas Bulgaria, the Council of Refugee Women in Bulgaria, the Corporate Social Responsibilities ľ Bulgaria and other stakeholders to support the expansion of access to employment of beneficiaries of international protection.

We have the pleasure to invite Ms. Ulrike Straka of the Embassy of Austria to take part in the Round Table and share the positive initiative of the Embassy to contact the Austrian companies in Bulgaria with an appeal to offer jobs for refugees. Invitations for participation shall also be extended to representatives of other Embassies that can undertake similar activities.

The State Agency for Refugees with the Council of Ministers, the UNHCR Representation in Bulgaria and the Bulgarian Council on Refugees and Migrants are organizing a Round Table on Protection of Vulnerable Asylum Seekers and Beneficiaries of International Protection, which will be held on 25 September 2015, 09.00-13.00 at Hilton Hotel, Sofia.

The aim is to provide an opportunity to discuss all aspects of the identification of vulnerable asylum seekers and beneficiaries of international protection - definition, identification, referral and monitoring. The intention is, following the Round Table, to prepare proposals for unifying the definition of "vulnerable asylum seekers and beneficiaries of international protection", and to outline the capacity of each of the organizations to participate in the process and to bring out the problem areas and challenges in preparation of the National Mechanism for identification of the vulnerable asylum seekers and beneficiaries of international protection.

Invitations for participation are extended to representatives of the Ministry of Interior - the Migration Directorate and the Border Police General Directorate, the Ministry of Education and Science, the Ministry of Labour and Social Policy, the Ministry of Health, the National Commission for Combating Trafficking in Human Beings, the Agency for Social Assistance, the Agency for Persons with Disabilities, the State Agency for Child Protection, the Bulgarian Red Cross, the Assistance Center for Torture Survivors - ACET, the Nadja Center Foundation and the Council of Refugee Women.

The Asylum Granting Commission to the Vice President of the Republic of Bulgaria, the United Nations High Commissioner for Refugees in Bulgaria and the Bulgarian Council on Refugees and Migrants organized a conference on Partnership for the Integration of Refugees in Bulgaria on the occasion of 20 June ľ the World Refugee Day.

The conference was held under the auspices of the H.E.Ms.Margarita Popova, Vice President of the Republic of Bulgaria.

The aim of the conference was, in view of the prospects for the coming years, based on the existing strategic documents, legislation and practice to discuss the measures, activities and partnerships to improve the quality and effectiveness of the integration of refugees in Bulgaria.

Invitations were extended to representatives of relevant government institutions, international organizations, local authorities, NGOs and refugee assisting organizations in Bulgaria.

The State Agency for Refugees with the Council of Ministers, the UNHCR Representation in Bulgaria and the Bulgarian Council on Refugees and Migrants organizňd a Round Table on Partnership for Access to Housing for Beneficiaries of International Protection in Bulgaria on 28 May 2015 from 9.30-13.30 h at Rila Hotel, Adakta Hall, Sofia.

The aim of the Round Table was to discuss access to housing for persons granted refugee or humanitarian status, as well as the cooperation between state institutions, local authorities and NGOs to improve the quality and efficiency of services.

The Round Table was attended by experts from the Ministry of Interior, the Ministry of Labour and Social Policy, the Ministry of Public Works and Regional Development, the State Agency for Refugees with the Council of Ministers, the Agency for Social Assistance, the Agency for Child Protection, the Agency for Persons with Disabilities, the National Association of Municipalities in Bulgaria, NGOs and refugees organizations.

The UNHCR Representation in Bulgaria and the Bulgarian Council on Refugees and Migrants, in cooperation with the Ministry of Education and Science organized a seminar on "Educational Integration of Refugee Children in Bulgaria", which was held on 21 April 2015 at the Centre for Preparation of Students for Competitions, 21 A, Dragan Tzankov Blvd., Sofia.

The aim of the seminar was to discuss the achievements and challenges related to the educational integration of refugee children in Bulgaria in accordance with the international commitments and responsibilities of the country as a Member State of the European Union. The seminar provided a forum for the participants to share opportunities and measures to improve the integration of refugee children in the Bulgarian education system.

Textbooks, aids, programs and tests for training refugee children, developed under UNHCR and the European Integration Fund Projects were presented at the meeting.

Invitations for participation were extended to principals and teachers from 10 secondary schools in and outside Sofia, representatives of the Ministry of Education and Science, the Regional Inspectorate in Sofia and NGOs.

The Bulgarian Council on Refugees and Migrants organized a Round Table on the Monitoring Survey in 2014 of the Integration of Beneficiaries of International Protection in Bulgaria. The monitoring is organized by the Bulgarian Council on Refugees and Migrants, funded by the Representation of the United Nations High Commissioner for Refugees in Bulgaria.


The United Nations High Commissioner for Refugees (UNHCR) and the Bulgarian Council on Refugees and Migrants (BCRM) organized a conference on Partnership for the Integration of Beneficiaries of International Protection in Bulgaria, which was held on December 16, 2014 at Sofia Grand Hotel, 1, Gurko Str., Sofia.

The aim of the conference was to discuss measures, actions and partnerships for improving the quality and effectiveness of the system for integration of beneficiaries of international protection in Bulgaria on the basis of the existing strategic documents, legislation and practice.

The conference was attended by the members of the National Council on Migration and Integration with the Minister of Labour and Social Policy, representatives and experts from state institutions, local authorities, international organizations and NGOs.

The United Nations High Commissioner for Refugees in Bulgaria, The State Agency for Child Protection and the Bulgarian Council on Refugees and Migrants organized a round table on "Advocacy for the Protection and Integration of Unaccompanied Refugee Children in Bulgaria", held on 6-7 November 2014 at Rila Hotel, Borovets.

The aim of the round table was to analyze the legal framework, the social policy and practice for the protection and integration of unaccompanied refugee children and discuss opportunities for cooperation and partnership.

The round table was attended by experts from the Ministry of Labour and Social Policy, the Ministry of Education and Science, the Ministry of Interior, the State Agency for Refugees, the State Agency for Child Protection, as well as from international, nongovernmental and refugee organizations.

17-18 September 2014

The United Nations High Commissioner for Refugees in Bulgaria and the Bulgarian Council on Refugees and Migrants are organizing an advocacy meeting on Social Protection and Integration of Vulnerable Asylum Seekers and Refugees, which will be held on 17 and 18 September 2014 in Rila Hotel, Borovets.

The aim is to analyze the legal framework, the social policy and practice to support the protection and integration of vulnerable refugees and asylum seekers and to discuss the opportunities for cooperation and partnership.

Invitations for participation shall be extended to experts from the State Agency for Refugees with the Council of Ministers, the Ministry of Labour and Social Policy, the State Agency for Child Protection, The Agency for Social Assistance, the Agency for Persons with Disabilities, Sofia Municipality, as well as NGOs and refugee organizations.

The Asylum Granting Commission to the Vice President of the Republic of Bulgaria, the United Nations High Commissioner for Refugees in Bulgaria and the Bulgarian Council on Refugees and Migrants are organizing a conference on Partnership for the Protection of Refugee Children in Bulgaria, which will be held under the patronage of the Vice President of the Republic of Bulgaria.

The aim of the conference is to discuss the achievements and the challenges of the policy and practice for the protection of refugee children in accordance with international commitments and responsibilities of the country as a member of the European Union. Among the most important issues is the partnership between government institutions, local authorities and civil society to strengthen the protection of refugee children.

Invitations will be extended to representatives of relevant government institutions, international organizations, local authorities, NGOs and refugee organizations working with refugee children in Bulgaria.

The conference will be held on 20 June 2014 (Friday) from 9.15 h at the premises of the Presidency, 2, Dondoukov Blvd.

28-29 May 2014

The Representation of the United Nations High Commissioner for Refugees and the Bulgarian Council on Refugees and Migrants are organizing a seminar on the role of higher education to prepare teachers in Bulgarian as a foreign language in the context of the integration of refugee children in Bulgaria.

The seminar will be held on 28-29 May 2014 in Rila Hotel, Borovets.

Invitations for participation have been extended to experts from the State Agency for Refugees with the Council of Ministers, higher institutes and NGOs.

Lectures on the topic will be delivered by Professors from Sofia University "St. Kliment Ohridski" and representatives of the Ministry of Education and Science.
